Will you power up more than one Kyogre?
Maybe water types aren’t too needed right now, but being the best water mon of all make me thing about power more than just one

I'm in favor of a level 40 monster over a squad of them. Hear me out.
A Gyarados or Vaporeon squad makes sense, but Kyogre is just so darn good that it makes one of the best generalists out there. If you max one, it can help patch up holes in your teams that don't have a squad of specialists.
For example, let's say you're fighting Mewtwo and you don't have 6 good ttars or other counters. Slap Kyogre in there. It won't even flinch at silly Focus Blast.
One level 40 also is good for gyms that for whatever reason aren't answered by Machamp or Dragonite.
I won't. Maybe I would consider it if there were two desirable move sets as with Groudon. But one, taken to level 40, will be enough for me. I have always preferred diversity in my top-tier and don't have any duplicates. Any duplicates within a species I do power up beyond 30 (like Dragonite and Ttar) have different moves.
Besides, unless something happens with my dismal catch rate, I won't exactly be swimming in Kyogre candies anyway. I'll be lucky to get enough (including rare candies) to max the one.
No. I'll keep legendaries to one powered up copy no matter how good of a legendary it is. The candy costs are hefty and I dislike the idea of fighting with more than one of each legendary anyway.
If I did, Kyogre would be one of the top choices, as it outshines maxed Gyarados before even reaching level 30. Palkia is a challenger in the next gen but it's hard to see how it would outclass Kyogre in any major way so anything invested into Kyogre should be safe.
