Wild Pokemon Stats
I feel like changes should be made to wild Pokemon. I know that we already have weather boosted Pokemon, but I don't feel like this is enough.
To clarify, I am not suggesting that it is currently too hard to find good Pokemon. What I do want to see changed though, is the minimum level and stats of different Pokemon stages.
Stage 1 Pokemon (Pidgey, Snorlax, etc.) can be any level and have any IV %, as it is now. Stage 2 Pokemon (Metapod, Raticate, etc.) should have a higher minimum level and IV % than stage 1 Pokemon. Stage 3 Pokemon (Gengar, etc.) should have an even higher minimum level and IV % than stage 2 Pokemon. Considering higher stages should be harder to find, this wouldn't be over powered.
The stats and level should reflect how rare it is to find stage 2 and stage 3 Pokemon. While seeing them spawn is exciting, you might also wonder if they're even worth catching. This shouldn't be the case.

What about if just the IV minimums were boosted? I get the appeal for low level evolved Pokemon, for the stardust and candy.
While I do want to catch higher leveled Pokemon, I will still power up a low level Pokemon that has good IV stats. I just hate catching a Venusaur or something, and finding out it has garbage stats. I get that this might still be necessary, in order to avoid having over powered Pokemon when weather boosted. I feel like you should have a better chance of catching one with good stats though.
I hadn't thought about spoofers, which is definitely a concern.
It's really hard to say what the minimums should be, especially when taking possible weather boost into account. Add weather boost, and it can easily result in over powered Pokemon.
Stage 2 Pokemon could have a minimum of 3 per stat (9 total IV). Add in possible weather boost, and it would be a minimum of 8 per stat (24 total IV). Their minimum level could be 5, weather boost making it 10.
Stage 3 could be a minimum of 6 per stat (18 total IV). Weather boost would make it 11 per stat (33 total IV). Minimum level could be 10, weather boost making it 15.
This is just a rough idea, and may be too much or too little. In order to avoid over powered Pokemon when weather boosted however, it's also possible that the changes might be too little to really matter.
I definitely understand this. I do like to Pinap Pideots for my Pidgey evolves. The lower the better in this case.
In most cases however, for me at least, I am looking more for how good a Pokemon is. While wild Venusaurs are a pain to catch for example, I prefer to find them with at least decent stats.
