Wild Pokemon movesets

Are movesets of Pokemon completely random? All but one dragonite I've caught have had the exact same moveset. All snorlaxes have had the same moves. Statistically this shouldn't be happening. Has anyone else had this happen?

Edit: Just noticed 6 of 7 hatched onix that are still in inventory have same moveset. Some moves have to have a higher chance.
