The even/odd level issue was due to a earlier confusion between powerups and levels. Each power up increase Pokemon level by 1/2. Wild caught Pokemon can be even or odd levels, but always whole number levels instead of half.
Tangentially, you'll never find a wild pokemon higher level than your trainer, and it's capped to level 30.
