Wigglytuff Tier
I just evolved a wiggly with feint and playR. I checked the tier list and saw she is tier 1.5 in defence with that moveset and tier 2 in attack with pound and hb. Even she is higher tier in defence is she worth powering up or should I wait and pray for one with pound and hb/playR? Is attacking wiggly better and worthy even she is lower tier than a defender one?

I'm not sure why Pound has higher rating on defence. 2.76 DDPS x 1.25 STAB bonus = 3.45 DDPS compared to Feint Attack's 3.95 DDPS.
Both quick moves + Play Rough are rated A for defence anyway, you've got a good defender regardless. The difference between the two moves on defence isn't as big as say, Bubble and Mud Shot on Poliwrath.
I'd argue that Feint Attack is even better, because it does more DDPS and also the types it's weak against aren't going to be less common than the types that Pound is weak to.
Feint Attack does less damage to fighting, dark and fairy types. Fighting types suck in PoGo and Wigglytuff being Fairy/Normal receives neutral damage from fighting type moves. The few people that actually have a Machamp or Primeape are not going to use them against a Wigglytuff, if they even use them at all.
There are no dark pokemon in Gen 1 and when Gen 2 comes out, attacking into a Wigglytuff with dark moves deals less damage too. Tyranitar is dark and rock so both Feint Attack and Pound would deal less damage anyway.
The last weakness is fairy types. Since fairy types are uncommon for the most part, Feint Attack will deal neutral damage against most pokemon.
On the other hand, Pound does less damage to steel, ghost and rock types, and Wigglytuff is also week to steel types.
There aren't any relevant steel attackers in Gen 1 and the only steel type is Magnemite/ton, but when Steelix comes out and if that Pokemon is an actually relevant counter to Wigglytuff, then you'd rather have Feint Attack against it.
For actual defending ability, Wigglytuffs are very strong. But if you're looking to stay at the top of gyms, they aren't, due to their low CPs, meaning they're going to get kicked out sooner.
To be honest, as you're not the bottom Pokemon in a level 10 gym you should be fine, because if someone has enough time to take down a level 10 gym they're going to take down the whole gym anyway, so all you need to do is not be the first to get kicked out if someone is passing by the gym and only takes it below 50k prestige to kick out the bottom pokemon.
