Why is there NOW a dodge bug?

So, I was thinking back on “the old days” and it hit me. If the dodge bug had been happening back in the old days, prestiging would have been an awful experience. Getting 1000 prestige required using a Pokémon at 1/2 or less if the CP of the target. Because of this, practically any charge move hit from the target mon would have fainted the prestiger. As such, any dodge (which was generally required...especially if you prestiged 3 or 4 deep) would have “dodge bugged” the prestiger.

What went wrong between prestiging days and now???? Shouldn’t it be super easy to make the “dodge bug” go away?

I used to have the dodge bug until August or so. Since then, I dodge all I want and never get the strange swapping etc. I play on an Android phone.

The Dodge Bug is more prevalent when many different connections are interacting, as is during a large raid.

The dodge bug has existed since late 2016. It's just less likely to happen when the game only needs to sync between one phone and the server. In case you don't remember, people talked about the dodge-deathloop-glitch a lot last spring and how it made fighting gyms on a bad connection super annoying.
