Why is steelix "dragonite's worst machup?"

I look at the type chart for both of these Pokémon, and steelix resists both dragon and flying.

That's all I could find. Are there any other reasons that steelix is said to be OP against dragonite?

Steel resists dragon, flying and steel wing should do neutral damage I believe. Yeah its a awful match up not sure why you would use Dragonite when fire Pokemon can rip through Steel.

The way the comma's placed sounds like you're saying steel type resists dragon, but flying type moves and steel wing should do neutral damage.

Even if you intention was "steel resists dragon and flying, though steel wing should do neutral damage" that would still be incorrect since steel wing is also resisted by steelix, plus steel also resists hyper beam.

DT/HS is a quite decent moveset against Dragonite, while resisting all Dragonite's moves.

Steel does 80% to Steel.

Steelix can be countered safely by Vaporeon.

Steelix has a high base DEF and a medium base STA compared to Magneton/Forretress/Scizor, the other steels.

It takes Dragonite more time to defeat a Steelix than a same level Snorlax. Think about that for a minute.

Not OP, just one of the few matchups that Dragonite doesn't go through insanely quickly. Steelix resists all of Dragonites possible movesets, but at best, all a Steelix does to a Dragonite is force it to switch out for that one fight, which isn't that big of a deal since it's not like Steelix hasn't got other easily exploitable weaknesses.
