Why is Registeel so much worse than it's brethren?

With the stats of Regice, it could've been a tanky steel attacker, but with the stats I saw, it's pretty much a dex filler.

Because of the flawed formula Niantic use to determine pokemons stats.

Did the legend only come back today, or have I missed out something?

Cause Niantic doesn't know how to make the game work.
