Hi! Why is not Parasect the strongest bug type Pokémon?

It has Bug Bite + Solar Beam

Maybe is a combination of attacks but it is the strongest DPS for both types.

victribel has higher atk stat and both its quick moves can be grass type for STAB and type advantage. simple.
Venomoth beat out Parasect as the bug attacker again because of a higher atk stat and although they have the same bug quick atk. Venomoth has bug buzz which beats it out x scissor in DPS

If you only look at the DPS of moves to make your comparisons, then you're truly only looking at "DPS prior to the incidence of stats". Likewise, if you only looked at the attacks stats of two pokemon to determine which one had the higher DPS, you'd be only looking at "DPS prior to the incidence of moves".

DPS is, simply, a function of damage (both move damage and damage stat) divided by cooldown. DPS itself also happens to be a "prior to" stat, as it is an "estimative stat before the incidence of battle".
