Why oh why it has so bad IV

Did a few Lugia raids today to attempt a better one than the last time. Not achieve that yet but I got this, the lowest stat among the batch today :( 10/11/15. Unlikely I would find another shiny but its IV is so disapointing. Should I power it up?

The shinies seem pretty common. Be patient for a couple weeks, and decide when you no longer have the opportunity to raid Lugia.

I evolved a cappy shiny dratini all the way just to have one. It's whatever you feel like doing with it. I always suspected those red Gyarados were basic bitches and that was proven true. Pretty easy to take down but jealous I dont
have one
