Why not Meganium?

May be someone can explain why Meganium is not mentioned among counters for water types, whereas Tangela with the same moveset is mentioned (isnt it weaker overall?).

Probably atk stat too low, 168 vs. 186, for Tangela.
Probably sta stat for Ampharos, 180 vs. 130.

Meganium has a pitiful attack stat. Honestly many of us are pretty deep in our rosters before Tangela even comes up in this case.
