Why is it that only low level Pokemon can be used for Bubblestrat?

I understand that the attacker has to defeat the defender before it lands its first attack, but surely if they are both a higher level, their attack/defense/stamina stats will simply be multiplied by their level in both cases... so if they are a similar level, could the bubblestrat not still have a chance at working?
