They used to. My guess is all the Mons are being updated, as they now have two ratings: for PvE and PvP.

Um, they do have ratings...the PvE Attacker Rating is there for all Pokemon, but like BlameScott said, they are still working on posting them for PvP. PvP is too new to have all the ratings up right now.
