Why is Flareon not on the defender tier list?

Jolteon and Espeon are there. They are hard countered by Rhydon and Tyranitar respectively with immunity tier resistance and SE+STAB moves.

Flareon's Fire Spin does more damage to a Vaporeon, Rhydon or Golem than Espeon's Confusion to Tyranitar or Jolteon's Volt Switch to Rhydon. Flareon's counters are also not really high DPS, just like the other two.

No one powers up a water Omastar, and very few people have a rock Omastar.

Flareon forces people to switch attackers, because nobody uses Vaporeon, Rhydon or Golem to sweep gyms. Flareon's Flamethrower is also very hard to dodge.

Flareon wrecked by both Dragonite and Ttar and the second one often comes up in auto select and the first one often used, even by less knowledgeable players.

I think it's just to do with how many options there are to deal with Flareon, the two I've mentioned don't even get to the Rock/ground options or the waters, whereas for jolteon and Espeon you only really have a few options.

P. S.

Even for the immunity tier resistances, a 20 power volt switch or confusion becomes 10, and a 14 power fire spin also becomes 10, more or less. Therefore given similar attack stats, Jolt and Espeon are not at a disadvantage from a quick move perspective even when you consider the attacker running an immunity tier counter.

This question has been done before, and was clearly stated that fire type is one of the worst defensive types in the game, plus Flareon defensive stats are bad, at least for a defender

That's how this site tiers defenders.
By their ability to force attackers to switch Pokemon.

DragonSlayer
It seems to me that you often have some different angles. Some are very well thought while others are a little bit ridiculous. What it tells me is that either you know something that we don't or we know something that you don't.
Keep it on man! Old guy like me likes fresh ideas.

I think I get it now.
Jolteon and Espeon: More supreme counters, few good counters
Flareon: Few supreme counters, but too many good counters

Whenever I see a flareon in a gym that i'm taking down. I don't switch mons. I go from using Dragonite to using Dragonite

Same here; or I'll reserve my tyranitar's charge move and unleash Stone Edge once the battle starts.
