Why everywhere max CP is based on level 40? Max pokemon level il 39!

Hi everyone!

Do you know why the max CP of pokemon is referred to level 40 pokemon?
Max trainer level is 40, but pokemon max cp is reached at (trainer) level 38, when you can power up pokemon only one more time.
So, max pokemon level is 39.

For example, here on gamepress, Dragonite max cp is 3581 (after this first rebalance) but, actually, Dragonite maxes out at 3530 cp, as you can see in this video by Reversal: https://youtu.be/T5Fa5fKbMGk?t=198

"This is the reason why GamePress haven't changed the max level from level 40 to level 39. We believe that it's a client bug. In the past, we were able to confirm it with certain users that, although the power up option disappears once Pokemon reaches level 39, if the request was forced through MITM, game server would actually let the Pokemon reach level 40 (and predicted CP). It won't let you get pass level 40 though."
