Why do people want 0% IV Pokemon?
* You can't check them without an extra appraisal tool and finding them likely needs a scanner
* They are basically worthless in battle and won't get strong no matter how you power it up
* Looking at them doesn't even look funny unless you have an external appraisal tool
So what is the purpose? Please tell me.
EDIT: My question is actually very simple, please don't misunderstand me. It sums up in one sentence: "Why do people collect 0% iv pokemon?"

My guess is that people want to keep them as souvenirs, despite the IVs being on the very lower end of the IV spectrum. Considering that there is only one possible combination for 0% IVs just like there is only one possible combination for 100% IVs, the rarity of a 0% IV Pokémon showing up is probably what people highly desire.
Otherwise, yes, you're entirely right, there really is no practical use for Pokémon with 0%. I've accidentally come across a handful of Pokémon with 0% IVs before, but I personally don't keep them.
Rarity. They're even rarer than 100% pokemon (since eggs, raids and weather raise the possibilities of 100%s). As far as scanners go, none of my 10 or so perfects or my 5 0% are from scanners. Play enough and you will encounter them.
As for being worthless no matter how much you power up, you are straight up wrong. Species, type advantage, moveset and level matter much more than IVs. A level 40 0% Machamp, despite its sub 2500cp, takes down a 100% L40 Blissey in 57s with perfect dodging, which is 9 seconds faster than a 100% L40 Dragonite. It would be stupidly inefficient to spend all those resources on a 0% Champ, but it would still be a better Blissey-killer than almost any other species if you did.
EDIT: Just for curiosity's sake, I checked and a 0% L40 Machamp's actual stats are very close to a L30 100% Machamp. So yeah, that's a lot of wasted candy and dust, but a L30 100% Machamp is far from worthless in battle.

They’re as rare as 100% and peoples like them as trophies. Can I go back to eating my Apple Jacks now or do I need your permission?

I only evolved the pidgey because it couldn't get an accurate reading. Pidgey cp at lv1 is always 10. I tolled the dice on this one and it seems to have worked. I received a more accurate reading. Unevolved its quite literally the worst pokemon in the game: lv1 0% pidgey. That's a serious trophy
