Why is Chansey so low on the defenders list?

Chansey has the highest hitpoints in the game iirc?
It's attacks seem pretty good and it's a normal type.
Why is it not on top of the list?

It's probably because its attack stats are low, and pound, which is a good move to conquer gyms, is bad in defending due to low dmg.
