Who to power up.

Another power up question. For the first time in a while I don't really have a plan on who to power up. I wouldn't say I have any pressing needs, more just interested in a useful pokemon. One slight issue is that I dont have any charge TMs and I have several moves I am trying to change. I already maxed out my SD Tyranitar and a 100% Machamp. I have also been holding out on my Mewtwo because he is only 73% and I have an EX pass right now. Going forward I should be able to get them on a regular basis.

One thing a little alarming is I timed out on a Machamp raid. He was literally 1 confusion away from fainting when I was KOd and a chunk of his life came back when I rejoined. This makes me wonder if I should invest in a Lugia? I guess here are my options...

I was hoping we would get Groudon and Ray back, but looks like I missed out on them. Any point in taking any those pokemon I have to level 35 or 40? Anything you guys personally like to use? Thanks!

Dont mind about timing out on Machamp. It happens if you dont have a good team, but if you will get regular mewtwos then as soon as you get a >91% and power him up, Machamp will be easy as balls.
If you need to solo Machamp now, then go ahead and power up Lugia. Its still the tankier generalist option in PoGO right now.

I know I can solo Machamp, I got careless, what was odd is I used glass cannons, so doing damage shouldn't have been an issue. But if Lugia can do it by itself, might be nice to have.

Then you should wait till you catch a good Mewtwo. If you get them regularly, you are bound to find a good one sooner or later. That, or go ahead and power Kyogre up, its a safe investment.
I use my lvl20 Lugia for Machamps raids. Always used to win with about 10 sec left, so it was always close. Especially depending on the moveset. If you can power him up, I guess you wont have any problems in the future.
I havent powered Lugia up because like you, I lost once against a weather boosted Machamp (Dynamic Punch was always a problem if I wasnt careful). There was only like 5 mins left on the raid boss so I TMd my lvl 30 Mewtwo (89%) to double Psychic moves. Since then, no problem with Machamp.

If you aren't in the busy part of a city, you need to consider tier 3s right now. I'm outta town (near a college) I did a Regi and caught it the first day. Didn't raid yesterday, today did an Onix (sandtomb) in sunny and then did a Jolteon (discharge) in sunny. Neither were even close to losing. It is nice to be able to stumble across a raid with no planning and little strategy and be sure you are going to win.

Lugia=impossible to lose vs Machamp. Kyogre and Groudon are great specialists and good generalists, too. Usually do tier 5s, but got 3 FTMs and 1 CTM plus 6 rare candy from those two tier 3s, convenient and can get some rewards from them.

I'm in desperate need of charges TMs so I need to do level 3 raids. You didn't have a problem with Jolteon? Do you have Groudons? I missed out on that one, so I'm not sure if I can do Jolteon.

I have a level 37 84% Groudon and 7 or 8 level 25 Groudons. In sunny weather that is a lock victory. Never tried it during neutral.

You cant do Jolteon solo without Groudon. Its near impossible.
Remember charge TMs are perhaps the hardest items to come by, so if you really need them you should do lvl5 raids.

Cool, thanks. Probably stick a little into my Lugia and hope for a good Mewtwo. It was just weird losing a raid. I probably should have just stuck my Eggys in there, but if Lugia is that good with Machamp it's probably a solid investment.

20 EX invites, went to 14 of them...one 91% and got that on my 9th catch. However, If you have to have an anchor catch some wild 2600+ psychic Exeggutors, I'm not gonna go check sims on Machamp but maybe in sunny weather a solar beam would wreck it. Still a high likelihood your next Mewtoo an 82% though*** I have a 3300 Lugia and a 3122 Lugia powered up before 2018 started. They really work for their small/medium niche--even more so with Sky Attack being better than it originally was
