For Lapras and Jynx, should I leave them as prestigers or power them up to be attackers?

I like the them all and personally would invest in all but slowbro (but I'd hang onto slowbro still incase gym placement is determined by some factor other than cp), but the ones I'd classify as "A":

If you can afford to level it into a CP-region that promises a non-button-place in a gym, it is a really great defender. Deals a lot of damage and forces attacker to take a Fire- or Bug-Pokemon into his team.
