Which Vaporeon Should I Power Up?

Hey guys. I have two Vaporeons and I don't know which one is better to power up. One has higher IVs and Aqua Tail, the other has Hydro Pump. All stats below:

Vaporeon #1:
IV: 95.6%
Atk: 15
Def: 15
HP: 13
CP: 1797
Move: Aqua Tail

Vaporeon #2:
IV: 86.7%
Atk: 13
Def: 15
HP: 11
CP: 1774
Move: Hydro Pump

I would go for the highest iv one, 96% is awesome!

Both HydroPump and AquaTail do fine on attack, they are showed as A attacking movesets for Vaporeon.

Probably AquaTail leaves more time to dodge, but I use HydroPump one to attack, because I have a 100 IV Rainer with HydroP since my first week :D

Damn, 100 IV... Never even seen a Pokemon like that! I used the Rainer Easter Egg before I knew anything about IV. Hope there will be a way to force-evolve an Espeon via Easter Egg when gen 2 comes. Otherwise it's gonna be a drag. :P

Their cp would be valuable info to answer this question. I would power up the 96% one. Aqua tail is good on both defense and attack, and you'll probably evolve a better hydropump vaporeon later which you can use for attack, so you can put this one in a gym.

Their levels and IVs are close enough that you should decide based on the move.

If you are fighting a lot of Rhydons, Aqua Tail can fit in between dodges for Mud Slap or Rock Smash.

If you are wanting just the strongest attacker (maybe for Snorlax?) then Hydro Pump is the obvious choice.

Should I power up both?

If you got the dust then yeah go ahead. Their CP max is awesome.

I would definitely do the 95.6% one...From everything I've seen, there is so little difference in actual take down time that the higher CP will make a bigger deal in gyms when you get to the higher levels (30+). A lot of people also power up Vaporeons well past 30 so all the CP you can get will help a ton:

I'm still waiting for my 98-100% Eevee to use my easter egg on still (lvl 28 player).

Eevees are common for me as well so I'd probably not power up the 86% and just evolve/use whatever I find...(sitting on 600k+ dust though).
