Which Bite / Stone Edge Tyranitar would you power up to level 39?

A) CP 3117 91%: 15/13/13 level 30
B) CP 2293 96%: 14/14/15 level 22

I suppose there is not a huge difference, I am leaning towards A because of the 15 attack and level 30.

How many other Tyranitars at or near 30 do you have? I have a 100% that I've waited on (at 3408 currently) til I got 4 others up to 30.

I have four at level 30 but they are all slightly worse than A: 84% (15/11/12), 89% (12/15/13) and 93% (14/13/15).

In that case, I would take your best level 30 to 35. Wait a while on the level 22. Maybe you get a 100%. Maybe the game changes.

The cost of pulling 30-39 is high. Both dust and candies.

I would take Both to around lvl 35 instead

Not a great deal in it so I'd max the higher cp one first, unless u need multiple T-Rex's

The 96% is your best one. It's the only one that is worth such investment

PS, why do you assume that 15 attack is better? That's a misconception. If you are going to max it out you will reach any break point at a much lower level than 39. So there's no point at all for needing 15 attack
