I have a lvl 25 ttar with b/se and a lvl 20 ttar with b/c. I only have 68 candy. Which one should i power up as a counter for lugia?

Answers

Probably the higher lv one. I think lugia learns water moves though so I don't know if tyranitar is a good counter.

The level 25 one, it costs less resources, but dodge the Hydro Pumps.
