Which Totodile/Croconaw is better to be evolved?
1 Totodile A13 D12 S15 79 HP 759 CP level 27 IV 88.9%
2 Croconaw A15 D00 S15 92 HP 1002 CP level 23 IV 66.7%
3 Croconaw A15 D15 S11 82 HP 855 CP level 19 IV 91.1%
I haven't collect enough candies to evolve one, but Totodiles aren't rare in my area. I have a plenty of time to decide which one to evolve, so I would like to ask for opinions.

I'd go with #1. It has higher level, so it costs less candies to get to 30 even considering the extra evolve, or you can just evolve and keep it at 27 where it's still usable with about 2k CP.
The small CP difference between it and #3 doesn't really matter, Feraligatrs would sit at the bottom of gyms even with perfect IVs, at least in my situation.
To me it would just be a fun attacker since it's just a worse Vaporeon with WG/HP, so I'd rather just spend 125 candies on something that's immediately usable, doesn't need powering further, but if you did want to take it to 30, you could do that too and it'd still be the lowest investment cost of the 3.
