Which of these should I spend my dust on?
Currently level 28 with 450k dust.
So far, the only mon that I have been maxing out (to level 29,5) are my Blissey (87%, zh/hb), my Gyarados (83%, dt/c), my best Snorlax (89%, zh/hb) and my best Vaporeon (91% wg/at).
These are my main current candidates for dust:
a) My second best Vaporeon at level 20, 91% with wg/hp. I have plenty of Eevee candy atm.
b) Snorlax 80%, around level 24 or so, Lick/hs. Probably not a great option since I only have few Snorlax candies left that is going to my best Snorlax!
c) Rhydon 100%, level 20 with RS/MH. Terrible moveset. Only rationale for powering her up is that she could place high in gyms and would be a great target to evolve to Rhyperior when gen 4 hits.
d) Donphan 98%, level 15 with Counter/Play Rough. Would be expensive, but it should be a good defensive moveset. I have the candy necessary.
e) Wigglytuff 91% with Pound/Dazzling Gleam. Level 24, I think. Not sure if there is much point in powering her up?
f) Jolteon, 80%, vs/Thunderbolt. Level 24. Might be useful against Gyarados. On the other hand, maybe I should wait and get a better Eevee.
g) Exeggutor 96% level 20. My only Exeggutor. Bullet seed/Solar Beam. Could use a good counter to Vaporeon. Have 44 candy, so I can't power her up fully, just yet though.
h) Venusaur 84%, level 20, Razor Leaf/Petal Blizzard. Would this be a good Vaporeon counter?
Which ones would you pick? Or would you wait for better targets?

First round:
a. Will serve you in every scenario, except prestiging
g. Second best from what's available from Exe. Attack only, but not only vapes, Rhydon also at least.
Second round:
b. My current Snirlax project. Pokebattler rates it extremelky high on dodge all pro scenario. So use it against strong defenders, with powerfull quick move you want to dodge. Shoul kill at least 2 5-6 lvl higher without any type advantage.
c. As you said, when you will need it as defender in a strong gym that cal last days/weeks; just then.
d. Not too expensive compared to lvl 20. 15 to 20 a lot cheap than 20 to 25. Only if you like the pokemon.
Prestige
e.f, h keep them as they are, good and very good prestigers. Wiigly is a stellar prestiger and a lousy everything else. Vs Jolt is a mediocre Jolt with a mediocre IV; RL Venu is mediocre Venu; a VW/Solar Venu is at most equal to your Exe, even below probably(I can only assume, I have both Venus but no trace of grass Exe).
a) First priority (other than what you are already powering): Solid defender all movesets are viable
b) Not worth powering. Use as is for generalist attacker/prestiger
C) 4th priority: Only good for the CP. If you put him above Vap, maybe you can trick players into using grass against him interested of water
d) 3rd priority: Good defender and moveset but low level
e) Not worth powering (much). Great generalist prestiger though. If he needs a level or 2, okay.
f) Not worth powering. He should be able to shred any gyarados (and many vaps) already
g) 2nd priority. Decent defender, moveset, and IV with different counters than most tiered defenders.
h) Do not power. Should be okay against vaporeon and Rhydon already (even with the suboptimal moveset).
That said, the only ones that I would take past L30 are the Blissey and Snorlax in your initial post. Happy hunting!
So I just went ahead and powered up the Exeggutor with the candy I had and after everybody recommended it. Now I have 400k stardust left. I'll almost certainly power up the Vaporeon as well, but don't feel in a super rush to do so as I already have one great Vap. I'm very strongly considering powering up the Donphan. It's a kinda cool pokemon. The others I'll likely leave as is. At least for now.
