which shiny dratini to evolve?

lvl4 shiny dratini 82iv (w/ 3 iv variations def best stat with attack ranging from 11-13atk).
lvl 17 shiny dratini (13atk and def 6HP) 67%

i want a shiny dragonite that will be more useful and not just for display only
(already have 2 100iv dragonites btw)

Don’t get hung up on the level difference. At lower levels the cost difference are minimal.in your case the difference is only 38 candies and 30k dust

None of these. Wouldn't you rather have a high-IV non-Shiny Dragonite or a low-IV, puke green one? It's going to cost 125 candy at the minimum, perhaps up to 200 if you're going to power it up.

As you say, you want one that's not just for display, so idk, this is my take.
