Which Seadra/Horsea is better to be evolved?
IV is ATK/DEF/STA.
1. 1181 CP 73 HP Level 22 IV 13/10/8 or 14/8/8 (67.8% average)
2. 1081 CP 74 HP Level 21 IV 0/15/11 (57.8% average)
3. 719 CP 58 HP Level 13 IV 13/15/12 (88.9% average)
4. 557 CP 46 HP Level 24 IV 2/14/11 (60.0% average)
First seems to be the best of these Pokémon.
Second has 0 attack IV.
Third is too low level.
I don't have candies to evolve the fourth one (the only Horsea, others are Seadras) to Kingdra.
I'm counting on both the first and the third, just can't decide which, currently with 105 candies.

There's no real evidence there's gonna be an even on easter, and even if there's to be one, unless it's double xp/stardust (wich doesn't make much sense for easter), you won't get much milleage from that evolution, and even if that was the case, you'd be better off evolving a couple of pidgeys instead.
I'll evolve the 88.9%. I got mine with Aqua Tail / Outrage. Not bad vs Dragonite. 1600~ CP so it's a bit low for Dragonites but still does good job. I would like a Double Dragon moveset so I could use good use of dragon advantage... but... i'd go for higher IV even is low CP.
I do not evolve low IV.. but that's personal.. As an exception of my rules I got a 68% exeggcutor (I evolved) 14-15-03.. is not high but I got it with E/SoB so.. he will make some NICE damage.. it will be good against vaporeon or rhydon and also I have 550 candy so it's not a big deal...
