Which Raikou to power up?

With the end of the month approaching and the reduction of my participation in raids through the rest of this week, my best options of Raikous to power up are:

1896 CP 93 IV – 14a/15d/13hp – Volt Switch/Thunderbolt
1891 CP 93IV – 12ª/15d/15hp – Thundershock /Wild Charge

I know that many here have defended the attack as the most important attribute, but I did some simulations in the Pokebattler (dodge specials, realistic dodging, monte carlo - gold) that intrigued me. I put the two options at level 30 against defenders also at level 30 and perfect IVs, both weaker against electric types such as Suicune and Vaporeon, as heavy neutral defenders with punitive blows like Snorlax with Earthquake.
Needless to say, the "weaker" version with 12ª, but better moveset with Thundershock / WildCharge, performed better on all tests. The interesting thing is that the "stronger" version, with 14a / 15d / 13hp, even when tested as having TS / WC (if I decided use some TM's), was only slightly better than the one with the highest hp and 12a, with a maximum 0.7 s advantage. Against Snorlax with earthquake, the "stronger" nor could survive to the end in some simulations.
So, having these data in view and your own personal experiences, which of the two options above would you recommend to power up? I'll wait until the 30th, but I'd like to hear your opinions Thanks in advance.

Earlier today I was briefly looking at the difference b/t a 98% Arcanine FF/FB at level 30 and one at level 35. They both beat a grass Exeggutor boss in 81 sec, with a couple deaths. Fast TMs aren't very tough to shred, check the difference b/t TS/TB and TS/WC. No matter what I'd go with the 1896, higher total cp wins for me. I got a 1902 TB 96% but 14a, I'm still going with that over a 1900 WC 15a/12/15 93%

The one with less attack performed better in that specific scenario because:
1 - it has the better moveset
2 - there wasn't a difference in quick move damage between the 2 attack IVs

attack IVs are most beneficial when you're powering up past level 30 and power ups are ridiculously expensive in order to reach quick move damage breakpoints sooner.

Usually a difference of 1 IV is the difference of 1 power up, so the difference between 12 and 14 attack IV would be 2 power ups, but the one with 12 attack has the best moveset.

So if you invest in the one with 12 attack then you're saving yourself TMs down the line because it has the best moveset but you'd have to power up further to reach a damage breakpoint, essentially trading dust and rare candies for TMs

If you invest in the one with 14 attack you're saving yourself 2 power ups at the cost of a fast TM and an unknown quantity of charged TMs to get the best moveset.

Yeah, unless you are somehow flooded with charge TMs, Wild Charge will beat out Thunderbolt with slightly higher IVs. Thunder Shock/Wild Charge is a fun moveset: agile fast move, brutal charge move.
