In reality Rapidash isn't a top tier mon in any circumstance. So just evolve your highest IV one and then star it. You'll likely never use it again. But hey, it's always awesome to check off that hard-to-find mon in your pokedex. I still need a Sneasel and a Wobuffet from gen 2. Useless, but would be fun to cross em off in pokedex.
Which Ponyta to evolve
I live in Cleveland, and common pokemon found on the west coast such as Machop, Ponyta, and Diglett are super hard to come by. I finally saved up 50 Ponyta candies and am ready for a pokedex evolution, but I have two with good IV's and am not sure which one to evolve.
Do I evolve an 831 CP with 87 IV's or a 637 CP with 96 IV's?

To answer your question: Rapidash isn't useful for anything except the pokedex entry. Evolve either one; you won't ever use it in battle. I'd probably go with the higher IV one, just because I like my mons to have the highest IVs possible (and hey, on the off chance Rapidash becomes relevant, you can always walk it as a buddy for a few km to level it up).
Another (West-sider) here ... agree with others, go with higher IV since it's just for show (or possibly breeding if you're into that sort of thing...), you'll get more candies with hatches etc (maybe there'll be a "Fireworks Festival" - 4th of July?). My 98% was one of the 1st high-IV ones I got, just collecting dust. Maybe I've used it once or twice if CP was in right range and I needed a fire prestiger
