Which pokemon is better to evolve?

Squirtle 418CP, IVs are 22-48% perfect
Move set: Tackle and Aqua Jet
Squirtle 391CP, IVs are 33-71% perfect
Move set: Bubble and Aqua Jet
I know I will probably catch a better squirtle eventually, but the same question will still stand even if I have 2 better pokemon to compare.
Well firstly movesets shouldn't even be a factor until last evolution. Those will all shuffle each time you evolve it. So until then you'd want to worry about trying to get the best IV and pray your Blastoise gets a good moveset. Right now if you HAD to evolve one I'd go 391 with a higher IV, but personally I'd wait and catch a better IV squirtle thats going to guarantee a higher IV for your Blastoise.
