Which palkia?

Edit: sitting on 800k dust, 83 palkia candy, and over 400 rare candy.

Weather boosted, 98% with 15 attack

Lucky, 89% with 13 attack (not weather boost)

I currently have no Rayquaza. Dragon team is two level 40 93% 15 attack dragonite, a 36.5 and 36 91% dragonite without 15 attack. Only have the 4, rest is filler (could power some dragonite but figure I'll go for variety).

Should I consider powering 2 palkia? Also have a boosted 93 15 attack and not 96 14 attack.

And rare candy.

Go for the 98%. It doesn't matter if takes a lot of dust, candies are the real problem.

Candy is the bottleneck for legendaries. I would go with boosted 98 without doubt (if any, it would be whether I can catch a Hundo before it rolls out). Out of 25 Palkia I have caught, the best iv is 96 15 sta no boost. while the best boosted is 93 14 att 15 def. I'm still hesitating and waiting to get a better one lol.
