Both are not ideal for gym defense but the one with hyper beam is a little better because of its higher DPS compared to dragon claw.

The one with Dragon Claw is best for defense. This is primarily because it has a really smalldodge window, though it's high DPS also make it great.

Dragon Claw has a damage window of 200ms, the dodge duration is 500ms, doesn't that mean it's easiest to dodge most of it? Unless the damage window is 0 (Blizzard), I always thought that the longer the damage window is the harder it is to dodge completely. Am I wrong?

You can think about it in different ways. I think of it more along the lines of: There is more time to dodge it, and more wasted time if the dodge succeeds.
