Which Magikarp to evolve?

Of course, this is for the Special Research, though a third level 30 Gyarados with WF/HP would be useful for soloing Onix. My existing pair are 14/15/13 and 15/10/14; I also have a level 22 one (14/13/12) with DT/OR and a few others were sent to the professor ages ago (before TMs were introduced) due to getting Twister.
