Which Lugia should I power up?

I never thought I'd be asking one of these questions but I'm stumped because the situation is very unique for me. I caught quite a few Lugias and want to power one up, but only one since I don't actually need it for Machamp raids or anything else. I was going to power up a weather boosted 15/15/10 one that's 89%, but to my astonishment in the last two days that Lugia was out I caught not one, but three 96% ones and two of them were shiny.

I have 83 Lugia candies. Should I power up the 89% level 25 15/15/10 one or one of the shiny 96% level 20s (13/15/15 and 14/15/14)?
