Which legendaries to power up?
I asked this question yesterday but didn't get enough responses.
Currently I only have these legendaries powered up, which I plan to max out soon:
Zapdos 98% 15/14/15 CB/Tb L35
Raikou 91% 15/13/13 TS/WC L33.5
Mewtwo 84% 11/15/12 PC/SB L34.5
0 candy for all 3 currently.
Candidates:
Entei 98% 15/15/14 FS/Ft, 21 candy
Entei 96% 15/14/14 FS/Oh
Groudon 96% 14/14/15 MS/Eq, 50 candy
Groudon 89% 15/14/11 MS/SB
Kyogre 98% 15/14/15 WF/HP, 50 candy
Rayquaza 96% 14/15/14 DT/O, 30 candy
Lugia 89% 15/13/12 E/SA, 43 candy
All at L20 unfortunately, no luck with weather boosted ones.
No rare candies right now (I did use about 30 to max out my Blissey, but no regrets) but I can buy boxes of raid passes and raid more T5s (and occasional T3 solo), especially yellow gyms. 20-30 of each legendary’s candy currently (edit: 50 for Groudon, Kyogre and Lugia), for those listed as candidates (slightly less for Entei)
I have no other legendaries with IVs worthy of powering up (besides Suicune which I excluded for obvious reasons), and only 1 Mewtwo.
I may just keep the 3 legends at L35 for now if powering up the L20 ones are more important.
I'm going to power up a 15/14/14 E/SA Lugia on my alt account soon, to test out Lugia and see if I like it. I maxed a 100% Kyogre on my alt account and found that I didn't have much use for Kyogre at all, as no raids currently need water, and Kyogre only has 1-bar moves.

With no candy available it will take you a long time to max out your top three legendaries. First advise: NEVER again put a single rare candy into a non-legendary let alone a Blissey...
Then to your untouched legends. Your Kyogre is an absolute must as well as your 96% Groudon. Since Groudon has no imminent use at the moment he would not be high on my list. Just make him a long-term project. In regard to the regis and latis Entei is good against two of the regis, so my list would go:
1. Kyogre
2. Entei
3. Groudon
Rayquaza and Lugia are not important legendaries but Rayquaza is probably the more useful one if you lack generalists, but you should have some Dragonites at this point. Lugia helps with soloing Machamp.
Listing the second Entei is just showing off, since it's strictly imferior to no. 1, that's why people probably didn't answer...two entei are luxury you shouldn't invest by now, but if you don't have a Moltres maybe one day you will go for a second Entei.
You shall leave them all as what they are. Are you a Singaporean? In a high density area, there is no question worth asking on raiding a tie-5 one, Unless you a core player which want to raid only with a gang of few teammates with full rewards, but if you were, you are asking those questions as quite a moron in this way
I would level Raikou a bit more, but not necessarily to the max.
Kyogre's moves are better, but ground types need more reinforcement. You could do either Kyogre or Groudon, I personally think that a good Gyarados will do for now.
Having a legendary fire type powered is a bit of a luxury, but they will be useful soon. ( Regis)
Rayquaza, though I have leveled one above thirty, is not all too useful, there are more interesting Dragons to come and Dragonite is cheap.
So Raikou, Groudon and Kyogre are good candidates to me.
Your 96% groudon, 98% kyogre and 96% ray are safe bets in terms of IV value and future proof viable species. In terms of usefulness, you probably don't currently need any of them. The most usable for solo raids and as raid/gym generalist is rayquaza.
To be fair, none of the candidates have a great use in the current metagame, unless you have any specific personal challenges. I'm in a similar situation holding on powering up my best groudon, kyogre and rayquaza just because I would't really use them. And to be honest, kyogre's design is awful. It looks ugly, so I'd rather stick to my 100% gyarados which has a cool design and it's one of my favourite ever pokemon.
Mind also that in the future there will be shiny versions of these pokemon and you may want to save your rare candy for a black dragon...
I recently powered up Entei and use it occasionally when a Pilloswine raid pops up in sunny weather. I wanted a good fire attacker with Flamethrower to complement my Moltres and Flareons with Overheat. I do have a Flareon and some legacy Arcanies with Flamethrower, so maybe I didn't really need Entei, but it is 15/14/14 and I had already spent the rare candy back when I needed room in my bag and had fewer legendary choices to dump rare candy into.
Groudon with Solar Beam is strong, but I'm not sure how important if you evolved some Frenzy Plant Venusaurs. Groudon with Earthquake will eventually find a niche somewhere, but currently I think only if you are trying to solo Jolteon raids.

Kyogre's DPS with just using Waterfall is almost the same as Vaporeon's full cycle DPS using Water Gun/Hydro Pump. It is an amazing water attacker. It prompted the GamePress team to write this article:

Even if you power Kyogre up to just level 30, it is already better than any other water attacker.

Rayquaza was only a little above Niantic's 4000 CP trigger point for a nerf, so their standard 9% base stat nerf hit Rayquaza pretty hard. If you already have a Dragonite powered up, that is probably good enough for a dragon attacker. Rayquaza gains a little bit in DPS, but is less tanky.
If you are trying to solo Machamp raids, flying Rayquaza and E/Sky Attack Lugia would likely be very helpful. Their uses beyond that are a bit limited at this time.
Lugia depends on what T5s are coming up next. It has been a decent tank, but not top counter, against a lot of T5 raid bosses. Often just a fast TM away from a more optimal moveset: Dragon Tail/Sky Attack will be nice against Lati@s when they come. Again, there will be a lot of pokemon that rank higher than Lugia. Dragon, ghost, dark, bug, ice... Lati@s have a lot of weaknesses. If the Regi-trio are next, Lugia will be a horrible choice against them.
