Which Kyogre to power-up?

15 / 12 / 10. Waterfall / Blizzard. 2285 CP
13 / 11 / 14. Waterfall / Hydro Pump. 2288 CP

I have 42 Kyogre Candy, as I am using my Rare Candies for Kyogre. I don't usually raid, but I do have one Charge TM which I can gamble on getting Hydro Pump instead of Blizzard. May get more later as I will likely do at least one Regice raid. I do not intend to trade either Kyogres.

Wait for a better one.

As a rule of thumb, higher cp is usually best indicator but in this case go with number 1. If Kyogre is back you can power up numbers 2-6 as well.
