Which Gengar to power up?
I have 3 Gengar at level 30, and I'm thinking of powering up one to level 39. Which one should I do?
1) SC/SBa 82% 13/15/9
2) SC/SBa 64% 15/1/13
3) H/SBa 100% 15/15/15
I'm leaning towards the 64% one since it has 15 attack and SC, but it feels strange to max out such a low IV pokemon.

1 is pretty enough, attack 15 and 13 is no much difference for a Gengar after reaching the breakpoint. What's more, 1 has a better bulk than 2, and it is able to reach the defensive breakpoint for Mewtwo's Psycho Cut and Confusion once maxed out, while 2 cannot reach.
Hex/Shadow Ball is still a very strong move, but shadow claw is another league. 3 can be the 2nd Gengar to power up after 1.
