Depends on how much you have dust to spend.
Personally: I'd go with the highest CP 93% because that 7% IV difference will in fact be very minor difference in the top CP. At the same time you will a) spare a vast amount of stardust even if you power it up and b) get a better CP dragonite even if the moves are bad.
Once more: that 7% difference in IV will only measure 0,7% in maximum dragonite CP after you have powerd it to the max - do you wish to spend thousands of stardust and dozens of candy to ultimately reach a dragonite roughly 25 CP better than the other? And at the same time hoping you get good moveset, cause if you don't and you never power it up because of the moveset there's going to be hundreds of CP difference, and no matter the IV.
Which Dratini should I evolve?

So I've been hunting those Dratini's for quite a while now. I've got 100 candies stocked at this moment, so I just need to catch 7 more Dratini's to evolve one into a Dragonite. But I'm torn at this moment which Dratini I should evolve. I have these 3 Dratini's in stock:
IV 100%: Dratini 449 CP 51 HP 1900 dust (strongest HP, DEF and HP)
IV 93,3%: Dratini 609 CP 59 HP 3000 dust (Strongest is ATT)
IV 93,3% Dratini 553 CP 57 HP 2500 dust (Strongest HP)
Note: I haven't upgraded anything yet. Wanna wait till I upgrade after i evolve. If I get a bad moveset, I'm boned. So I'm waiting before upgrading.
So can you guys help me? What is the best Dratini to evolve?

For a Dragonite, the base attack/defense/stamina are 250/212/182. That's a total of 644. With perfect IV, max stats would be 689.
Now look at your Dratinis. Even the worse one is only 3 off the 689 when it's evolved. That's a negligible difference of 0.44% so they're virtually tied (unless you have OCD like me and won't settle for anything less than 100%.)
And as someone mentioned, Dratinis with perfect IV will be harder to find now. So evolve that first and see if you get the right move set.
I would say, go for the 100% IV dratini and hope that it evolved into the best moveset.
It's extremely rare now to get a perfect IV mon, and honestly, your dratini's CP is pretty high enough at 449. Stardust and dratini candies can be farmed, so just do it.
My 100% IV dratini was only cp 221, but I chose to evolve him. Glad it turned out awesome with DB/DC. Although the dragonite is initially weak at cp 789, I've already powered him up til my current level max of 2750 cp now.
