Which Dratini to evolve?

Answer may seem simple at first, but the constraints make it harder...

I currently only have one Dragonite and it's under 1000CP with poor IVs and moveset. No intention of powering up that one.

I haven't caught a Dratini since I started playing again, about 5 weeks. I did hatch one.

I've been walking my Dratini for candies and now have 156 candies.

I have an Ex Raid on Tuesday.
I don't have any decent attackers for the Ex Raid.

I have a Shadow Claw/Sludge Bomb 2206CP Gengar that I'm willing to TM to Shadow Ball.
Otherwise no idea what to attack with as I have none of the counters. Not enough candy to evolve my Scyther (Fury Cutter / Night Slash, 1376CP, so probably can't use as is), my Pinsir doesn't have bug moves (1564CP, Rock Smash + Submission) and I don't think it's worth TMs. I don't have any Tyranitar.

My potential 2 through 6 attackers:
- 2731 Ho-oh (Extrasensory, Fire Blast) (probably not since fast move is ineffective)
- 2692 Ho-oh (Steel Wing, Brave Bird)
- 2732, 2230 Vaporeon (Water Gun, Aqua Tail)
- 2645 Vaporeon (Water Gun, Hydro Pump)
- 2087 Gyarados (Bite, Twister)
- 2632 Golem (Rock Throw, Rock Blast)
- 2339 and 2309 Charizard (Fire Spin, Blast Burn)
- 2346, 2280 Armaldo (Struggle Bug, Cross Poison)
- 2329 Armaldo (Struggle Bug, Water Pulse)
- 2758 Rhydon (Rock Smash, Earthquake)
- 1902 Latias (Dragon Breath, Outrage)
- 1787 Gengar (Sucker Punch, Dark Pulse)

Option 1: Level 25, either 14/9/11 or 14/11/8 (HP/ATK/DEF) (73-75%)
Currently can evolve and power up to a level 29, 2870CP Dragonite.

Option 2: Level 20 (hatched), 13/14/14 (91%).
Currently can evolve and power up to a level 25.5, 2580CP Dragonite.

Option 3: Don't need a Dragonite for the Ex Raid, don't evolve either and keep walking. If I catch a better one evolve that, and otherwise do option 2 when I have enough candy to get that Dragonite to 30.
Aside: I currently struggle in Latias raids to get damage balls. I think Dragonite would help in Latias raids as well.

The second Dragonite will serve you much better in the long run.

Those Vaporeons are decent candidates for the Ex-Raid.

Mewtwo is relatively easy to catch (with GRBs) even if you lose out on damage balls. Congrats in advance from a trainer who will probably never get one.

Option 3.

You are going to be relying on the other trainers to take down Mew 2. Plan for the catch phase of the encounter instead.

In a few months, you'll be the one doing good damage at another ex raid. And after that, maybe you'll be carrying the raid.

Depending on how many CTM's you have, it might also be worth it to try and get Crunch on your Gyarados for a double dark moveset, which will be useful against Mewtwo.

Twister is legacy but terrible. A Gyarados with Crunch will be useful for the Ex-Raid but not in the long run, with a Larvitar Community Day in two weeks. If Charge TM use leads to Hydro Pump first, stick with that, which will be more useful in the long run (changing Bite to Waterfall only requires one Fast TM).

I have 3 fast and 6 charge TMs right now.

I don't plan on the Gyarados being a long-term pokemon. It's 73% roughly. I hope Kyogre comes back around eventually and will definitely try to get as many as I can, so for Water types the Gyarados won't last. As you mentioned, the CD coming up will get me enough Tyranitar that the dark moveset Gyarados will be worthless very shortly.

I've used a few TMs on Golems and Machamps as I can't seem to ever get the right moveset when evolving (1 for 4 on Machamp [TM'd one to get 2], and 0 for 3 on Golem [TM'd 2 since Ho-oh is currently active, both got Rock Blast off the TM]). Otherwise, until I get more, I plan to save them for legendaries or other top tier pokemon.

Your area might be different but have done 6 ex raids & never got past my second mon so don't worry too much about it unless there's a poor turn out. Mewtwo is easier to catch than the other Legendaries & mine went in in the first few balls so throw solidly & you should be ok. Larvitar CD coming up so you should be able to stack plenty of candies to begin your big t army in preparation for your next ex invite, good luck 👍

I'd go with option 3. Save the dust and everything for a really good one.

For the damage balls:
<5% damage = +0, 5% = +1, 15% =+2, 20% =+3

In a group of 20 (5% average). U are not likely to make the cut with or without Dragonite.
With a group seize around 10 (10% average) u should get the ball. with or without Dragonite.
Same goes for Latias.

Just tell your situation with other trainers at EX raid before it happen ( come early half an hour before help)
Depend on playing style of trainers in the area, but in my experience most trainer willing to help for opening dex other trainer cos most already have atleast one ( that is the case in my city)
Some still blindly go with a lot of trainers, if you lucky you may find trainers split by a team colour that will help you gain more ball by team contribution
Some even split by team and divided again by 5 trainers to optimize personal ball. They ussualy strong enough to 3-4 men mewto by themselves and dont mind to carry trainer for opendex (again tell your situation)
In the meantime, better bring your highest CP Mon first...
For the future you can try to power up you meta pokemon to level 30, or if you wanna make it simple power up until it need 5000 stardust (almost 30) that gonna be your base
After that you can gradually power up that you use often when you have a better knowledge. There is breakpoint, dps, tdo and such but keep it simple at first

Don't care about the Mewtwo counters because it will anyways be defeated if you are more than 6 people. About the Dragonite, evolve the hatched one if you are about to spend Stardust and Candy on powering up, or else evolve the lvl. 25 one.
