Which Dratini to evolve?

Hi all, thanks for your advice! I already have a Dragonite but it's pretty bad, 50% IVs, bad moves for offense, 1500 cp, but I can finally evolve another and I need to know if I should evolve one of these or wait

89%, 15 Attack, 15 Def, 10 Stam, 547 CP dratini
73%, 12 attack, 9 def, 12 stam, 713 cp dratini

If I did my math right the 713 cp will end up being about 600 cp higher as a dragonite...is the extra stats from 89% IV worth having to power it up so much more?

Its better work with a good Iv Dratini, 89% it pretty good, the extras stat are worth in finals levels and very important in gym High CP competition

If you have enough to evolve a dragonite you probably get a decent number of spawns and thus can afford the extra candy to power up? Either way, I'll list some pros and cons for you to consider:
Evolving the low CP high IV Dratini:
- You'll have a higher potential Dragonite
- If the moveset is bad again there's no need to power up, just get started on your next one
- If the moveset is good you'll need to invest a good amount of Candy and stardust to power it up that could be used towards your next one

Evolving the high CP decent IV Dratini:
- a 16% IV difference will probably result in about 70-80 CP at max level (barely noticeable).
- If the moveset is bad you'll at least have a decent CP on it so it could still be useful
- If the moveset is good you'll still be able to power it up and have a perfectly strong attacker. That CP difference doesn't matter nearly as much when attacking.

All-in-all it sounds like you plan to attack with it, the purpose isn't to get on the top of gyms. In that case, you're better off evolving the high level lower IV one. It will cost much less to get to power if it has an attacking moveset. If it has a defending moveset it will still be useful whereas the other one will feel like you wasted 125 candies. I'm risk averse though - if resources aren't scarce for you (i.e. you have plenty of stardust to invest and also can get dratini candy consistently) then you may prefer to "go big or go home" and try for the better Dragonite. Especially if you actually ONLY care about attacking (i.e. you already have strong Snorlax/Lapras to defend with) then there's no reason not to evolve the 89% one, since the defending moveset will be a bust either way and that's the only real reason to go for the higher level one.

Compliments for your extensive reply. This is probably the best answer you can get

Just want to add one point. To me any move for Dragonite is all good. So I will evolve the higher CP one first, but save the higher IVs for later.
