- 2104cp Lapras: Ice Shard + Ice Beam (maxed)
- 2404cp Snorlax: Lick + Body Slam (not maxed)

With limited potions, yes that would be another plus in your case.
The Snorlax is better overall but if it is a gym with multiple mons (7+) it may inspire someone to use a less than optimal counter to other mons in the gym. For example for me most Snorlax are taken down with the same mon I use a Blissey for. If you take a Jolt or a fighting moves Poliwrath against Lapras what will you use the leftover health for? Machamp is the only mon with such dual mon attacking capabilities in the current gyms now. And he's not so tanky or common and he shares that attacker with Snorlax anyway.
Yes, this is excatly the issue.
My pokemon will be lowest in the gym, next pokemon after me will be 3K blissey (most likely).
Lapras will make Vaporeon and Dragonite less optimal choice for starting pokemon and forces enemy to have Tyranitar or Machamp.
Also i save my potions in long run.
If i put my Snorlax in the gym, enemy can use dragonite as starter and most players alrdy have dragonites, but not everyone have tyranitar or even machamp, also machamp isnt that durable.

SNorlax: despite having Lick, the generally perceived inferior defensive fast attack, body slam more than compensates. It hits often and fast, without much of a warning. After STAB it does 62.5 damage on neutral Typing. Due to this, it wastes either an attacker's time or potions, more than the majority of other Pokémon, bar blissey.
And when PvP comes out, L+BS is going to be a monster ;) body slam requires almost NO time to charge up thanks to lick's energy yield, allowing it to get a bs off and switch out, assuming your opponent will switch in a counter (i.e., Machamp) and if they don't, they're going to have fun eating body slam for a whiiille
