Which Chansey should I evolve?

Situation:
I have 2 Chansey
a) lev. 27 CP. 1074 58% (A:14 D:2 S:10)
b) lev. 20 CP. 791 87% (A:11 D:14 S:14)
After evolution in Blissey and upgrading up to lev 31
a) CP 2697 cost 38000, 82 candies (i have 83)
b) CP 2719 cost 85000, 124 candies

Is it best to evolve the first with low defense but cheaper or the other with best IV but more expensive as star dust and candies?
there is not much difference CP

I think you have the cost of upgrade around the wrong way.
If you can afford the lvl20 then go for that one...but 42 candies is a big difference for 22CP

Are you sure the CP calculation is correct? 42 candies for 22 CP difference seems a bit off when Bliss eyes gets around 30 CP per candy.

The real question here is dobyou have enough dust to cover your investment?

Yes, the calculation is correct, you can try with the cp calculator in this site... This small difference of CP makes me doubtful.
32 candies + 50 for the evolution
74 + 50 the second

Yes for Blissey I can invest the 47000 sturdust difference

I wouldn't trust the CP calculator on this site. I use Pokegenie for IOS and ive never looked back.

Simple as take a screenshot of the pokemon and it tells you the IVs and candies needed to power it up and much more

why does the high lvl (27) cost more candies to evolve to lvl 31 then the lvl 20 one?

the candy and stardust for 'a' fits the mon description of 'b'...and vice versa

But the problem still exist...42 candies for 22 CP and best defense.
I don't understand how defense IV difference is important because it's 2 vs 14!

Wait first, if Niantic makes the next update, something bad may just happen.

In case that they change moves, waiting may be the wrong decision. My SC/ShB-Gengar is not obtainable anymore.

I can evolve 1 of them now (i have 83 candies) so I can save the current moveset. But A or B?

My question is: in a gym B could be very very stronger than A (because of its defense IV)? In this case I can evolve B and then walk a lot to take candies and slowly upgrade him.

But if the difference in the gym would be little, I can evolve A (cheaper, with only few CP less, don't wait a mounth of walk to take candies) and save stardust for other mon like dragonite, scizor, espeon, maybe snorlax (if I find) etc.

The real question is... can you afford the 87% one? I mean... how often do you get chansey candy, if so, go with that, otherwise, go with the 58% one because it will save you a lot of candies and stardust. I would personally go with the 87% one.

I would have gone for the 87% one, evolve her, if it got ZH/DG power her up, else, evolve the other one. But that's just me.

I can walk at least 5km/day, so 1 candy/day -->in 30-40 days I could take the rest of candies and power up slowly.

Maybe you mean "if it got P/HB or ZH/HB power her up"?

I wouldn't evolve #1, granted the investment is much cheaper, but that's pretty low IV to invest that many rare candies into.

2 would be my target, but I would hold off on evolving it until I got enough candies to power it up to a relevant CP level.

You can always just stick a Vaporeon in a gym and it's really not that much difference until you can power that #2 up, and maybe you get an even better one between now and then.
