The higher CP one definately! People on here will say otherwise since there is a massive IV circlejerk going on, but in the end it does not matter that much.
Are you really gonna invest so much dust just to power it up later or are you just gonna be happy with a tiny bit of max. IV less, but get a CP monster instantly and be able to invest the dust in your top 10 Pokemon? Evolved to Venusaur the first one will have a CP slightly under 1500 but the other one will almost have 2000.
So: Evolve the second one!
It would depend on what kind of player you are and what you plan to do with your Venusaur (i.e. would it be part of your main team or just for an alternative attacker/defender).
if you are not going to invest in it so much then go for higher CP and use it. If you want it to be part of your main team and would love an "almost perfect IV" saur then go for 95IV.
Also consider the rarity of finding Bulbasaurs for powering up your Venusaur. Stardusts will never be wasted if you use them on a Pokemon you love. Don't let other people tell you otherwise.
Analysis: the fact that you know that the higher CP Bulbasaur would immediately yield a strong Venusaur yet you still asked for people's opinion on whether to evolve the lower CP higher IV means that, at the back of your mind, you want to evolve the lower CP and just wanted someone to confirm what you wanted to do.

What are the IV distributions and what are you using the Venusaur for?
If you're trying to stay near the top of gyms, then attack gives more CP than stamina or HP. Powering up from level 20 to 29 costs 67,500 dust and 60 candies. If you think that's worth paying for ~5 extra IV points, evolve the lower one.
Check an IV calculator to see the difference in CP between the two if you evolve them to Venusaur and whether that difference keeps you near the top of gyms or at the bottom.
If you're using it to attack, going with the level 29 one saves you candies and gym battles already favour the attackers that the effects of the extra IVs aren't going to make a significant difference in the time you save when battling gyms. Above 80% is already really good, and movesets are more important than IVs anyway.
It depends on what kind of player you are. For me I evolved my 93% IV bulbasaur at level 20 and got vine whip and solar beam I was incredibly happy. You have to ask yourself are you willing to invest the candies and star dust into powering up your Venusaur or do you just want a high CP mon to attack with/ put in gyms. I'm more of a collector so I like having 90+ IV pokemon with best move sets not really to battle with but just because I like them. Good luck to you!
