Which Arcanine to power up

I have one Lvl 20 16xx CP 96% Bite+Flamethrower
And one 1400 CP 82% FireFang/Fireblast.

I prefer Bite when non attacking Venusaur Villeplume Victreebel which are not very common here. I would like Bite/Fireblast but cant get it after 5 try.

I have no good high CP fire pokemon but it's not urgent since I rarely see Lapras in gyms and I use 1700 Pidgeot against plants.

So what to do? I have 150 candies and 70k dust.

If u want a offensive one wait for a better IV and use the 1400 one the way he are now. If you want a defensive one wait for a Fire Fang + Flamethrower its not that hard.
