Currently have about 80 rare candy left, but as soon as Latios is gonna arrive in EU, Im most likely gonna do about 40-60 raids in May, so Im hopefully going to have quite a lot of them soon.
So far these are my power up candidates:
15-15-15/15-13-15 Rayquaza (have a perfect one maxed already, 25 candy left, no maxed Dnites, just a bunch of them at L30-34)
15-10-15/15-13-12 Kyogre (got one at L31 already, 50 candy left)
15-12-12/14-13-13 Groudon (same as Kyogre, no candy left)
15-11-10/14-13-10 Mewtu (one maxed out already, some more exraids are realistic, 25 candy left)
I tend to go with bringing up the 15-10-15 Kyogre to 31 too with about 20 RC and work on the 2 Rays after that, as those guys seem to be the more useful ones
Judging with the current rotations, you'd want a second Ray to deal with latios, as it looks like your team could use another one in addition to your maxed one. I'd dump the RC in to ray.
As for the others, it's better to think of future utility. Mewtwo and Groudon will not be challenged but Kyogre will, although it is still stupidly strong to begin with. If I had to pick one, I'd go Mewtwo first, then Groudon, then Kyogre, for rare candy expense.
Who do you think will be challenging Kyogre? The only mon I can think of is Palkia, as it is water/dragon, but Kyogre has an excellent moveset and the sightly higher stats, assuming Palkia also gets that 9% nerf, which it should.
For Groudon its not so clear in my eyes, as its shit moves kinda hold its stats back and ground is not so useful. There is still a high chance, that it will be the best grass attacker for many gens to come with no legendary grass types and only mega-Venusaur/Sceptile as potential threats.

Palkia has a higher base attack stat after the nerf so assuming similar movesets, it would become the water attacker of choice by a small margin. Thing is that it can't learn any of the current water fast moves in POGO and only has I think 1 move that could plausibly become a water fast move.
Groudon was already outclassed as the best grass attacker by FP Venusaur.
