Where do you get the new TM's?

I thought I read somewhere they are from raid battles. I just completed my first raid and didn't get one. Does the raid specifically have to be 4 stars? Or is there another way to get these TM's that I am unaware about?

I think it is only from a raid, and then only if you are lucky. I'm not sure how you start a raid. I've got my pass but don't see any raids going on.

I think rewards depends on team contribution to the battle.

I did 2 raid battles, both level 2 and received only rare candy, golden berries, and revives.
