I’d say that maybe out of these Pokémon I’d TM the solar beam on Groudon to make him a utility ground user but then again SB has its uses. To be fair me at 26 didn’t have half of these Pokémon but that was also before many of the updates or raids. I think you’re doing well at your level. I’m 33 and I just started getting some good mons this past month

Where do I stand among other of my Level?
In the desolate Chicago suburbs of Hinsdale, I can tell you the only active players are level 20s with garbage Pokémon. I was hoping I could get some help of where I stand as a Lvl 26 and how my top ten look (Not cp-wise).

Anything I should work on? Note that the only legendaries I have are Groudon, Kyogre and Ho-Oh because I started just before Ho-Oh appeared. Anything I should TM? Thanks for you’re advice!

Solar Beam currently has more uses than Earthquake, TMing away from it is not a good idea. It's the superior charge move in most raids that Groudon is good for and better against neutral targets too. (Charmeleon can be soloed with pretty much anything and Ninetales is a useless trophy raid for higher level players that's now been trivialized by Kyogre anyway.)
With the advent of weather, I wouldn't bother TMing a subpar Rhydon since they're not super-important right now. With luck you could catch a really good one wild and hope for a better moveset, since Rhydon only needs 50 candies to evolve and they're not too uncommon if you go to the right biome (a biome not usually too hard to find).
A single Dragonite with DT/O is great for getting your foot in the door, since there are very few unfavorable matchups it has and it resists a lot of common attacking types to boot.
The mons most worth putting resources into in your list are the Groudon and the Kyogres. I'd usually recommend Dragonites but since yours has quite bad IVs, I'd rather just look into getting another one or waiting until Rayquaza raids.
You have some very good mons for your level and they're all worth keeping and using for now, but at your level it's generally preferable to upgrade your team with new weather boosted wild catches, rather than upgrading your existing mons.
What you should focus on the most is getting a good Machamp or at the very least Hariyama, with C/DP. It's the most crucial gym attacker since the best defenders are all weak to fighting.
You're doing well for your level, so no worries there.
On a side note, when I saw you post that you play in the Hinsdale suburb of Chicagoland, I figured I should reply, since I tend to play in the area as well.
