Lol, dude it's been like a day. Niantic said changes will implement in a span from days to weeks.

What is the half-life time that multi-account-spoofers will lose interest?
I hope it is at least three of those time periods.

At niantic speed hopefully by the 30th, imo they should at least extend this event until the gyms go live

I bet another day or two. Probably 3 days of downtime and a new patch will come out and it has to be available for everyone.

Probably a day or two. If you can't wait that long then you might have a problem. It is what it is. Change is coming and no exact time has been set.

Chicago event on July 22, 2017.
The new gym system will be live before that.

Is it bad to want to have a couple isolated instances of people getting way too intense about it? The added uncertainty of the new rules could be a spark.
