When can I make a Vaporeon CP + 2000?

I'm at lvl 15 right now, probably 17 soon with a lucky egg boost. Should I just wait until level 20 to invest my stardust?

Sure. Leveling up to 20 is relatively fast comparing leveling up after 20. And really you should wait for now. It's highly possible that you will catch an Eevee with much higher CP and evolve into a Vaporeon. That saves you a lot of dusts.
