There will be 3 leagues:
Great league with a 1500 CP cap.
Ultra league with a 2500 CP cap.
Master league with no limit.
For the lower leagues, Pokemon with high attack will be very glassy since CP is proportional to atk^2*bulk. So if you have high attack, it will come on the expense of bulk at a fixed CP. Under the assumption that TDO will be more important than DPS, Pokemon with balanced stats, or even lower attack (not extreme like shuckle or wobu) will outperform the higher attack ones.

Is there something about having lower cp in a pokemon thats more desirable for pvp? Like are High CP pokemon completely locked out?

This will change a lot of things about what we think about catching. Building teams to excel in the different leagues will be interesting, to say the least. Much analysis needs to be performed between now and the end of the event. Access to the exclusive moves could be a game changer, and IVs aren't the critical thing. Best practice appears to target a CP level a bit below the thresholds, and then level up to as close as you can get to it without going over (using the CP calculator here to not mess that up). I'm going to put together a post with ideal targets for the best starters for each league.
Stupid is what it is.... nobody knows the mechanics of it.... what or if there’s is going to be any rewards for battling.... and it completely ignores the fact that cellular connection is going to be the major factor in who wins... I guess I’m the only one that sometimes gets stuck on the GO screen for a good 5 seconds when raiding while everyone else in the group is busy tapping away or sometimes sees a Pokémon or in game alert Minutes before any ones else I’m playing with or has huge lag when trading.... All the hype and speculation is being generated by huge fans of the main series hoping the game becomes more detailed and complex.... it ain’t going to happen.... Niantic, Nintendo, and a huge portion of the Pokémon Go fan base don’t want this game even remotely to become more than what it’s....a game that can be played by casuals during lunch break and on weekend walks in the park
