What should I evolve my Eevee to?
I have a Level 16 96% Eevee. What should I evolve my eevee to: Espeon or Umbreon?
I have a 98% Jolteon, 96 Vape, 82% Flareon, 89 Espeon and 78% Umbreon.

Unless you need something immediately AND you have the Candy and Stardust to raise that Eevee up to a useable level, I'd suggest actually holding it until the next Eevee evolutions come out. Or until there is confirmation as to whether Breeding will be part of PoGo or not; with a 96%, you've got 1 stat at 15 at least, and no stat below 13, meaning it's likely going to be really good for breeding.
So unless you have a pressing immediate need, I'd suggest just Starring it and waiting for the future.
Yep. If you've got a Level 16 Eevee, you're not looking to power it up - it costs way too much Stardust for a Pokémon that is really nice... but common enough that it's likely you'll catch a Level 25-30 Eevee with at least one good stat (like an Attack of 13+) that you can evolve to use for battling. The amount of Stardust it would take to bring a Level 16 up to a useful level is prohibitive now - save that Stardust for a different Mon.
So at that point, why not simply wait for Gen 4, and have a high IV Eevee for those new Eevolutions?
Personally, I'd wait for a higher level Eevee. I evolved the first high-IV Eevee (level 16 too) I got after gen2 to Espeon with name trick, and he's been level 16 all his life, occasionally he sits in a gym. I'm waiting on an Eevee with 10+ atk IV at level 25+ to walk for Espeon. I messed up and walked a 13 atk level 30 for Umbreon, only to realize how poorly he attacks.
tl;dr: I'd wait for higher level, Espeon if you really want or need it.
Correct. I'm probably not the best source tho since I don't follow the typical investment strategy. I don't generate dust quickly (I'm down to playing roughly an hour a day) and so high level is my highest priority, followed by atk iv at 10+. I don't keep many hatches, unless perfect or doesn't evolve, so I would have tossed that Eevee cause I need more dust to invest in my level 27+ mons. That's just me tho, if I had triple the dust (~230k), I might go for an Espeon. I think 230k is right, less than 80k for 16->30.
